This may be a global symptom emerging from several distinct causes, because, by default, XP executes an automatic restart in the event of a system failure. Hopefully they wouldn't be now. Unless more information is provided, it will be hard to pinpoint the cause.

It might be resolved by something as simple as holding the on/off switch down for a few seconds until the system powers off. You mention that using the power on/off doesn't work either.
