The thing that has helped us is clearing the TFS cache and then restarting visual studio. Wizard file is corrupted. Minimize VS and see if there is a dialog behind it. Likely this is the dialog that opens on CNTRL+F. This helps bringing the Studio up. You must supply a title for this tool.
