Are you using user profile redirection? Worked like a charm. Same error. Event Id 1500 User Profile Service I'm not sure how the permissions would get messed up on the default users folder, but if it happens again, I'll be sure to take a deeper look.

Microsost support gave me some B.S. DETAIL - The process cannot access the file because it is being used by another process. Thanks Paul PS had a load of MS updates last week but nothing out of the ordinary otherwise. It would be greatly appreciated if you could provide us with that information as quickly as possible. Since I don't consider this file important, I simply deleted it. Finally, the User Profile Service emits event ID 1500: Windows cannot log you on because your profile cannot be loaded. Any user logging on to a PC for the first time after IE 10 had been created got this error. So i decided to give read permission to the file on your suggestion. I hate that answer but it just happens with terminal servers (at least back in 2003).

So I poked around a bit more, took a look at the ‘user profile service' service saw that it was running as normal. Yes we have the GPO for don't allow logon with temp profiles. This has solved my problem. I look in the event log and I find the error: Windows cannot copy file \?\C:\Users\Default\AppData\Local\Microsoft\Windows\Temporary Internet Files\SQM\iesqmdata_setup0.sqm to location \?\C:\Users\TEMP.IIS APPPOOL.000\AppData\Local\Microsoft\Windows\Temporary Internet Files\SQM\iesqmdata_setup0.sqm.
