Reactivate Workflows. Workflows stopped working, we couldn't republish list workflows, and we couldn't access the Workflow Settings page for any list or library on the entire site collection. Have you tried modify the workflow and then publishing it? When a user is deleted in AD their Profile is removed, but their entry in the user list is left in place for history.
